AI Hallucination of Chinese Nuclear Components Almost Led to U.S. Military Attack

The U.S. narrowly avoided boarding a Chinese ship based on an "entirely false" U.S. intelligence report generated with the help of AI, according to a CNN report.

That erroneous intelligence, submitted by a U.S. Special Operations Command analyst, suggested the Chinese ship was transporting nuclear arms program components through the Middle East, according to "four sources familiar with the episode". The U.S. military was preparing to intercept and board the ship, with air support, before officials discovered a chatbot used in generating the report had "inaccurately identified the material the ship was carrying."

One source told CNN the AI-powered fiasco "almost started a war."

The analyst in question used a chatbot to analyze intelligence reports regarding the Chinese ship's manifest, leading to the near-disastrous result. That chatbot "fused together open-source intelligence with secret signals intelligence in government holdings," and that information was packaged into an intelligence report that almost set off a disastrous chain of events.

The near-miss is one of the more potent and consequential instances of a hallucinating AI ruining the reliability of a professional report.

Bitcoin climbed to highs of $85,111 on Monday, up 5.7% over 24 hours and clear of a resistance band it had tested for a week.

In one week Bitcoin absorbed a Fed rate hike, a Bank of Japan hike to a 31-year high, and the Senate's rejection of the Clarity Act, and at no point traded meaningfully below $75,000.

External pressure has since eased. The bond market mattered most, with the 10-year Treasury yield touching 5.014% on September 14, its highest since October 2023, and spiking above 5% again on the day of the Fed's decision. Yields then fell across the curve, with the 10-year near 4.93% and the 2-year at 4.67%, as investors took Warsh's focus on inflation as credible.

"This fully anticipated rate hike eliminated a degree of uncertainty," said Tim Sun, senior researcher at HashKey, who called a clearer macro picture "a necessary prerequisite" for Bitcoin to rise. Most of the de-risking happened before the Fed decision and the Clarity Act vote, he argued, leaving a "sell the rumor, buy the news" setup.

Short sellers have been carried out, with $648 million of $770 million in positions liquidated across the market in 24 hours coming from the short side.

U.S. Proposes AI Incident Alert System in Talks With China, Bessent Says

Treasury Secretary Scott Bessent said Sunday the U.S. has proposed a new "notification mechanism" for AI incidents that could affect national security – part of discussions ahead of talks at the White House this week between President Trump and China's Xi Jinping.

"We want a shared vision of common goals and common threats," Bessent told reporters after talks with Chinese Vice Premier He Lifeng in New York. "We think that just like any cross-border activity, that moving from opaque to more transparency between the No. 1 and the No. 2 AI powers in the world is very important."

Trump has resisted calls to slow down AI development, saying that would help China catch up to U.S. companies.

Late Sunday, Bessent and U.S. Trade Representative Jamieson Greer said the groundwork had been laid for talks between Xi and Trump set to take place on Thursday.

"The fact that both sides agreed to continue the dialogue is significant," said George Chen, a partner and chair of digital practice at The Asia Group consultancy. "The initial outcome – an AI risk notification mechanism – sets a precedent that other countries may follow."
